Charge counters have been in Magic: The Gathering ever since 1995's Fourth Edition, where they first appeared on the Mana Battery cycle. They haven't been used too often, usually appearing as "one-off" mechanics in most sets. Edge of Eternities is one of the few times charge counters are a primary mechanic found in a set, even having an entire Commander precon built around them.
