You'll be creating plenty of unique demons for Raidou to use in the Goumaden as well as confining tons of devils to use as fusion fodder as you play Raidou Remastered: The Mystery of the Soulless Army, but just because they can't learn a skill innately doesn't mean they can't still learn it.
