While heroes and villains are always opposed to one another, these MHA characters came to form heated rivalries for their own personal reasons.
It's established pretty early on in My Hero Academia that the heroes and villains are considered to be arch enemies. After all, the whole point of a person learning to be a hero in the first place is so that they can become prepared to fend off the gangs and criminals that roam the streets to cause trouble for civilians, so while it makes sense that the two factions would despise one another, there have been specific individuals on each side that have formed their own personal rivalries.
